Radlin CHP Plant - heat for Silesia’s residents

A memorandum of agreement to procure the supply of heat to the residents of Radlin and the Marcel Section of the ROW Coal Mine was signed on 25 September 2019 at the Radlin Coking Plant, a member of the JSW Group. Prime Minister Mateusz Morawiecki participated in the ceremony surrounding the signing of this agreement by JSW KOKS SA, PGG SA, PGNiG Termika Energetyka Przemysłowa and the city of Radlin. JSW KOKS SA is preparing to conduct this project involving the construction of a modern combined heat and power plant fired by purified coke oven gas. Ultimately, this CHP will replace the Marcel CHP Plant owned by PGG as it is slated to be shut down at the end of 2022.

The Radlin CHP Plant will be a modern unit generating heat and electricity in cogeneration, i.e. in the most efficient manner within the confines of a single technological process. The Radlin CHP Plant will meet all of the European Union’s requirements, in particular the BAT conclusions for major energy-fired facilities (BAT under the CLP Regulation). The Radlin CHP Plant will satisfy the coking plant’s energy needs, while the surplus electricity will feed into the National Energy System. Heat in the form of heating water will be supplied to meet the needs of the Marcel Section at PGG’s ROW Coal Mine (21 MWt) and of Radlin’s residents (16 MWt). This power unit will consume approximately 180 cubic meters of coke oven gas per annum.

“Coke oven gas has polluted the environment until now as it was released into the atmosphere. It did not do anything for local residents other than pollute the environment. We can eradicate emissions from low chimney stacks in a circular economy. That is what we are endeavoring to achieve in the Clean Air Program, namely provide clean air. This is the precise meaning of our green economic transformation as we move toward a more industrialized country, i.e. a Poland that will utilize the various benefits derived from the 4.0 technical and technological revolution”, said Prime Minister Mateusz Morawiecki.

The JSW Group’s investments are making a considerable contribution to Silesia’s development. The government’s effective collaboration with the local government is poised to facilitate their rapid execution. The construction of the CHP Plant in Radline is yet another example of great cooperation at many levels, whereby businesses, the region and its residents all win.

“The agreement signed today marks the fulfillment of one of my dreams. It is something I have fought to achieve for many years. This modern Radlin CHP Plant will provide an assurance of producing heat and electricity in cogeneration. We will supply heat as a sure and inexpensive commodity. This is very important for social reasons, and we will curtail low emissions, i.e. we will squash smog. I would like to emphasize that two years from now Jastrzębska Spółka Węglowa will be self-sufficient in terms of energy. Moreover, we will even be able to sell small quantities of energy to third parties. This is very important because it affects the firm’s level of costs”, said Włodzimierz Hereźniak, CEO of JSW.

The new combined heat and power plant is scheduled to be built over 29 months according to the contract signed on 12 June 2019 with RAFAKO SA, the facility’s contractor. The construction of this new plant will improve the state of the environment and dovetails with running the “Clean Air” program. It will enhance energy efficiency while simultaneously attenuating the environmental impact.

“JSW is in the premiere league of the mining industry. It is my task to introduce a higher level of technology, safety and efficiency in other companies. Employees are not the only ones who expect this. The entire region does, too. Today’s event demonstrates that executing such important investments forming part of the Responsible Development Strategy is a perfect fit with the energy sector’s transformation”, said Adam Gawęda, Secretary of State in the Minister of Energy.

The last design work is currently underway. In the near future contractors will enter the construction site at the coking plant overlapping with the location of the dismantled industrial infrastructure. Commissioning the Radlin CHP Plant will contribute to enhancing the coking plant’s energy efficiency while ensuring that Radlin’s residents have a supply of grid heat. The new installations will contribute to curtailing emissions, also of greenhouse gas emissions. The CHP Plant Construction Project at the Radlin Coking Plant was included in the Program for Silesia, one of the projects in the Responsible Development Strategy (RDS) adopted by the Council of Ministers on 14 February 2017. The signed memorandum of agreement proves that effective collaboration between the business community and the local government is plausible and beneficial to all stakeholders.
